The second look is not a first-time visit
A profile that has already seen the page keeps the cookies, the storage and whatever personalisation followed. One-time profiles end the session and discard all of it, so every observation starts where a new visitor starts. - Half-localised
A German exit with an American clock is neither visitor
An exit in Frankfurt reporting America/New_York and en-US is not the person you meant to be, and a site reading either one can serve accordingly. Timezone, locale, languages and geolocation are derived from the exit address rather than left to be set by hand. - Wrong surface

Creatives, placements and prices differ between the desktop and the mobile web, and a user-agent string edited on a desktop build is still a desktop browser underneath. The Android target resolves a named device model, so the mobile page is observed from a mobile device.
